Procedure for Learners Driving License
The Government of Andhra Pradesh has committed to provide the Simple plus, Moral, and Accountable, Responsive and Transparent (SMART) services to the people through the new concept of Citizens' Charter. The Transport of the Department, as a part of the implementation of in this Citizens' Charter, has recently simplified the procedures to newly concept to get a quick Driving License.
SPECIAL PROGRAM
In order to obtaining a Driving Licence, one should approach to the offices of Transport Department on all every working days. Apart from this, our Government has initiated a special unique program for the convenience of the people. Accordingly, the Transport Department has made some special arrangements on Monday and Tuesday of every week and also on every fourth Saturday of the month from 9 a.m. to 1.30 p.m. regarding issue of Driving Licenses.
At present, this program is the program for issue of Non-Transport Driving Licenses. So, in this special program, the candidates are asked to approach the officers who are responsible for the program, as the agents are not allowed to represent the people. The entire public is requested to avail these kinds of facilities being provided by the Government of Andhra Pradesh.
If any of them find any trouble or problem just keep some patience, they are requested to approach the Deputy Transport Commissioner (DTC)/Regional Transport Officer (RTO) of the related district or the supervisory DTC of the region. They have the rights to contact the following higher authorities at Hyderabad. Some people need a Driving License urgently so As per Motor Vehicle Act 1988, a genuine Driving Licence is required to drive any motor vehicle on roads we get it after completion of sixteen years, for driving motor cycles with engine capacity around 50cc with the parent taught or guardian. After completion of 18 years of age, motor cycle with 50 cc engine and light motor vehicle. After completing of 20 years, candidate is eligible to get diving licence for transport vehicle.
How to get a Driving Licence?
There are mainly two stages to get a Permanent Driving license immediately.
Stage I : to Obtaining a Learner's license
Stage II : to Obtaining a Permanent license
Is Medical Certificate necessary?
Medical certificate is not required for the licence holder whose age is 50 and above. All applicants for the Transport Vehicle Licence must be producing a Medical Certificate, irrespective of their running age.
So, now how do you obtain a Learner's Licence?
Applicants for a Learner's Licence should personally approach before to the Licensing Authority with the following: •mainly Application in Form No. 2
•Fees of Rs. 30/- for each class of new vehicle
•User Charge is of Rs.30/-
•Proof of age, appropriate for relevant class of the vehicle required.
•Proof of the residence something like Ration Card, Electoral Roll, Electricity/Adhar Card / Telephone Bill on which the name of the person is mentioned.
•Application-cum-declaration as to show the physical fitness in Form-1
•Medical Certificate in Form No. 1A wherever it is applicable.
•3 recent passport size photographs of the relevant applicant.
•Applicants for the Transport Vehicle Licence must apply a Permanent Driving Licence for Light Motor Vehicle held by him/her, for at least for one year.
All Applicants for Learner's Licence should pass a computerized  test regarding basic traffic signs or signals and driver's responsibilities.
The Learner's Licence so issued is valid for a period of six months from the date of issue.
What is the process of obtaining permanent licence?
The applicant should appear in person along with a registered motor bike of the relevant category before the Licensing Authority with the related: • Application in the Form No.4 (available with the department)
• Fee amount of Rs. 35/- for test and Licence
• Valid Learner's Licence held by the applicant for the relevant class, which is much older than 30 days
•4 passport size photo graphs.
• Applicants for Transport Vehicle Licence should always have enclosed a Training Certificate in Form No. 5 with is issued by the driving school (recognized by the RTA)
The applicant should anyhow pass a driving test on a vehicle of the type he has applied for.
Till when is the Driving Licence valid?
Licence to drive a Non-Transport Vehicle is always valid for 20 years from the date of issue or until the holder attains the age of 50 years, whichever was earlier. After that, the Licence is renewed for every 5 years.
Transport Vehicle Licence is valid for 3 years from the date of issue.
